They should have recently submitted a major federal grant—such as an NIH R01, a VA merit award, or equivalent—received a score in peer review but missed the funding cutoff and now plan to make improvements and reapply. Both U.S. and international investigators are welcome. Individuals with more than one major federal grant already funded are not eligible unless they can demonstrate limited overlap and a compelling need. The grant specifically requires detailed documentation of the prior application's critiques and a concrete plan for resubmission.

The funds are intended to support ongoing research retention rather than initial project development. They can be used flexibly—for personnel, materials, or research expenses—but indirect costs are capped at 8%. The objective is to sustain research momentum and maximize the chance of federal funding success.

Applications are accepted annually, with materials issued in late spring and due in early summer. Award decisions are typically announced in the fall.
